Με τον τίτλο “Ελληνική Σαλάτα” χαρακτηρίζει τις οικογενειακές business, συμπληρώνοντας και την τοποθεσία “δίπλα στην λίμνη”, με πηχαίο τίτλο και μεγάλη φωτογραφία του πρωθυπουργού.
Το εκτενές ρεπορτάζ αποδεικνύει την ακρίβεια των στοιχείων που αποκαλύψαμε, αλλά ανάγει σε μείζον θέμα ηθικής ταξης αυτές τις δραστηριότητες.
Μεγάλη η αναφορά στις αποκαλύψεις του Πάνου Καμμένου για τις business, παρότι η εφημερίδα είναι κεντροαριστερή, με νέα τρανταχτά στοιχεία.
Η εφημερίδα μάλιστα προχωρεί πολύ βαθύτερα μιλώντας για “αφή υπεξαίρεσης”(!!!) και άλλα που θα μεταφράσουμε στην συνέχεια.

MORGES – Prenez un institut battant pavillon grec et qui se targue d’oeuvrer pour «la sécurité de l’énergie et la protection de l’environnement». Placez-le sur les rives abritées du bleu Léman. Mettez à sa tête un homme, Andréas Papandréou, qui n’est autre que le frère du premier ministre grec. Ajoutez-y un soupçon de détournement de fonds et une pincée de conflits d’intérêt supposés entre les deux frères. La salade est prête: l’association I4cense, basée à Morges, agite depuis quelques semaines le monde politique grec et la blogosphère.

Une association inscrite à agite depuis quelques semaines le monde politique grec et la blogosphère. Car de forts soupçons de détournement de fonds et de conflits d’intérêt pèsent sur elle. En plus, elle est aux mains de membres de la famille du chef du gouvernement… Son nom? L’Institute for climate and energy security (I4cense). Un député de la Nea Dimokratia (droite), Panagiotis Kammenos, a le premier sonné la charge: «Cet institut a reçu des fonds de l’UE, de la République hellénique mais aussi de Siemens (ndlr: l’entreprise allemande est aussi au coeur d’un vaste scandale de corruption de fonctionnaires).» Et de se demander où est passé l’argent.Structure opaque
D’après le registre du commerce vaudois, l’institut a pour objectif de «promouvoir et d’encourager l’idée que la sécurité de l’énergie et la protection de l’environnement sont deux concepts mutuels et complémentaires». Nobles intentions. Mais qu’en est-il réellement? Pour en savoir plus, il faut se rendre à Morges. Au numéro 1A de la rue des Vignerons, l’étude d’avocats H&B Law fait office de siège d’I4cense. Me Marc Häsler, associé de l’étude, confirme que, selon le droit suisse, l’Institute for climate and energy security est bien une association. «Tout est géré depuis Londres ou Athènes», dit-il, n’étant qu’une boîte aux lettres. Y a-t-il eu conflits d’intérêt entre les frères Papandréou? Plus troublant, seules deux personnes figurent au comité directeur de cette structure opaque: Andréas Papandréou – frère du premier ministre grec Georges Papandréou – et sa femme Marianthi Alexiou. Un couple qui ne s’est jamais rendu au siège de l’association en Suisse, selon l’avocat. Quant au nom de domaine (www.i4cense.org), il est logé à l’Université d’Athènes par Andréas Papandréou. D’après la liste des activités de la société, plusieurs événements ont été mis en place depuis sa fondation en 2008. Pour l’organisation de son Forum des investisseurs oeuvrant dans le développement vert de la Méditerranée de 2010, c’est conjointement avec la Banque européenne d’investissement (BEI) et sous les auspices du premier ministre grec que l’événement a été présenté. Y avait-il de quoi provoquer quelques conflits d’intérêt entre les frères Papandréou? «I4cense est un «think tank» connu en Grèce et certains de nos experts ont été invités à prendre la parole à leurs conférences», assure Sabine Parisse, chef de division adjoint du service de presse de la BEI. Qui précise ne pas connaître la nature juridique de cette structure. Elle se déclare même surprise d’apprendre l’existence du siège de l’association en Suisse, ainsi que des accusations de détournement de fonds.Un universitaire honnête
«La BEI n’a pas contribué financièrement à l’organisation du forum en 2010», insiste Sabine Parisse. «Les seules relations entre la banque et les représentants de I4cense ont été de participer à des réunions où tous les interlocuteurs étaient présents pour la mise en place du forum.» En clair, I4cense n’a pas servi d’agence pour l’organisation. C’est la société C&C international (voir ci-contre) qui s’est chargée de la logistique. Au bureau de coordination des événements de la BEI, les accusations portées contre l’association surprennent: «Andréas Papandréou est un universitaire réputé honnête et sérieux.» Avis partagé par Achille Paparsenos, chef du Bureau de presse grec, à Genève: «M. Papandréou est un économiste environnemental respecté.» Achille Paparsenos atteste du sérieux d’I4cense: «Les liens entre cette association et la Grèce ne datent pas d’hier. Et sur leur site se trouve la liste du conseil scientifique qui contient des personnalités comme Jeffrey Sachs de l’Université de Columbia. Parmi les sponsors figure le «Financial Times». M. Paparsenos affirme que cette association n’a pas obtenu un centime du Gouvernement grec. Il tient aussi à rappeler que ce dernier entend faire preuve de transparence. Il a fait de la lutte contre la corruption, gangrène de l’économie nationale et facteur de la crise, son cheval de bataille. Transparency International soulignait en mars dernier que les cas de corruption sont passés de 13,4% en 2009 à 10,4% en 2010.Affaire étouffée
Reste que cette nouvelle affaire ne surprend pas les Grecs. Même si elle est étouffée par le gouvernement socialiste. «Ce n’est pas étonnant. Les médias sont aux mains de groupes qui n’ont pas intérêt à froisser le gouvernement», relève un journaliste. «Seules des petites radios et chaînes de télévision privées en parlent.» De son côté, une doctorante fait le constat que «tous les politiciens et les hommes d’affaires grecs ont leur argent en Suisse». Le gouvernement doit encore répondre à plusieurs questions pendantes. Une journaliste de la chaîne ERT souligne que le premier ministre, membre du PASOK (parti socialiste), devra expliquer, dans ce cadre-là: «Quels montants I4cense a reçu de l’Etat grec? Pourquoi est-il possible de subventionner une ONG non grecque et basée en Suisse?»
